He should yes.. But Dreamweaver makes it a lot faster then regular old HTML/Notepad

Apps like Dreamweaver and Frontpage and great for streamlining production of web based content however a good understanding of HTML/any web based language is needed to make anything half decent. Deeply knowing HTML will only help your understanding in Dreamweaver/Frontpage/etc.

So point is never forget the fundamentals but theses apps are great for people who want to have the monotonous coding already done for them.

I love dreamweaver, i programmed most of my game using it.

I agree it holds you back but to learn html it is pretty useful it's how i learned.
