You can crouch and be quiet, but then you're moving at a crawl. And if noone is picking up on your noise and preparing for you when you're not crouched, they're BAD. With Dead Silence, you can move as quickly as you like without fear of anyone hearing your approach (ESPECIALLY on wood floors and metal steps or grating). It renders you all but invisible when paired with a silenced weapon and UAV jammer. What's not to love about it?
But there's a second benefit to it. Even more important in my opinion. Without making any noise yourself, you hear THEM so much easier, and from further away. If you hear movement, and know you have no teammates near where the sound is coming from, then it's go time.
I've had so many people run right by me as if I wasn't there using a jammer and DS. I wasn't hiding. I wasn't concealed. I was sprinting, or moving about. But they become so reliant on their UAV, or listening for footsteps, that they forget to use their eyes.
It's an awesome perk for a stealth/ghost/ninja class. If you're even half decent with iron sights, you don't need steady aim. If you're going stealth and getting the drop on people, deep impact isn't really needed. Can't think of any other perks needed in that tier for a stealth class to be honest.
