I was the one who locked your thread, I told you to use one of the other threads but you clearly didn't listen to me..
Anyway, try deleting the map pack and downloading it again (you can download it for free up to 5-times).
Usually the only reason it'd say that is because it can't access the internet to access the maps. If you sit on the main multiplayer menu and plug in your Ethernet cable, you'll see a message come up on the screen saying 'checking HDD'. It requires the net to 'activate' the maps so if your connection is faulty then you'll get the 'couldn't get free content pack index' error message. Topics have also been made on this before.
First of all try redownloading the map pack, doesn't explain why you are getting the 'downloading game settings' message freezing though. Try setting up your internet connection again by going to connection settings and choosing auto-detect. Also, check your NAT type.
I won't lock this thread until you solve your problem, but please make sure you use an already active thread in future.
