Unhappy Create 2d Texture Error (PC)

everytime i try to start up the game (single or multi) this same error pops up:

Create2DTexture( 3_cursor3, 64, 64, 0, 861165636 ) failed: 8876086c = Invalid call

ive tried to fix this for three days now with no luck, please help me!
(already updated all drivers, tried re downloading and installing game, got all patches up to 1.5, also tried changing the "miles" file thing, just for kicks)


specs:

call of duty 4 (digital distribution via direct2drive.com)

windows xp
directx 9.0c
radeon HD 2900 Pro graphics card
AMD 64 bit processor 4000+
2.41 GHz/2.00 GB RAM

heres the error message in full:
