Thats spot on.
For example... if I were hosting a match (I live in Ohio US) and another player from Ohio was playing in the same room... good chance he would have full bars.
On the other hand, If I was host... and a player from Australia was in the match, his connection would be yellow or red.
Your Internet speed plays a role... because the FASTER your speeds are the farther away from the host you can be. The slower the speed, the closer you will want to be in proximity.
