I have noticed that some weapon modifications have an increase to stats. For example, it seems that the hand grip mod for LMG has an increase to accuracy shown by a green section added to the end of the accuracy bar. Also I noticed a Red section at the end of many range bars when I add an ACOG scope. Does this mean that the ACOG scope has decreased my accuracy in this instance?

It sure does.

Pretty pointless giving you a scope that decreases accuracy if you ask me.

yeah it decreases the accuracy, its so dumb, you have to unlock it and it makes the gun worse i think it is very dumb lol, i never use them, i always use the red dot sight
