I have opened up ports on linksys router

28960 UDP and TCP (routing that to local 192.x.x.x address)
20800 and 20810 are also routed the same way.

I also unblocked port 28960 on windows firewall.

Patched the game (COD 4) up to 1.7

Did the same on my brothers PC across the country (He is on East Coast, I am West Coast)

Open console with the ~, then type connect (IP:PORT)

No connect after around 11 attempts. We can ping each others IP address and get replies by cmd

Go to PortForward.com - Free Help Setting up Your Router or Firewall and select your router from the list. Follow the instructions you'll find there to ensure you have correctly opened up your ports.

If this fails you could try using a VPN client like hamachi, this would be classed as a LAN game though.

You dont mention if you are using a Dedicated or Listen Server ? You just mention typing in a port settings which wont do a fat lot if you arent firing up one of the above...
