ok, so, what I am trying to do is make my server say is my clan website but i dont know how to do that, i've downloaded rcon tool 11.1 but i cant seem to connect to my own server with it so i gave up on that, but I still dont know how to make it say stuff.

From what I have read, this can be done via a config file in punkbuster. Since I'm not running PB on my server, apparently I can't do this. Sorry, but I don't have any other info on this other than that.
