I think Jammer is a waste of a perk for a sniper class on softcore. They'll hear your shot, look on the radar, see where you are and toss a 'nade onto you. Or they'll watch they're killcam and see that there's a sniper using Jammer, note where you are and come pay you a visit.
Stopping Power is essential for me when I snipe. Especially for the bolt action snipers. For the semi autos, you might be able to get away with spam sniping but usually only for the M21. The only time I'd put any other perk in that class is if I was counter sniping then I'd put Juggernaut on.
I use
M40 - almost red tiger.
silent m9
claymore - set these both up around me. so theres a good chance of an extra kill
stopping power
iron lungs - gives me the extra seconds that i need to stay focused - good when im laggy.
i aim for torso and above, 90% of the time i get a 1 shot kill..
dont use overkill as with the reload time takes a while so i want to make sure i get that kill first shot. i only use sniper on creek as well.. i do pick up other weapons to replace my pistol as it is quite an open map and the enemy can come from anywhere.

Nooo, noooo, nooooooooooooo. This hurts my eyes. Jugger on a sniper. Lol jk but I would never use it on a sniperclass, now that I come to think off it, I wouldn't use jugger, ever.
Personnaly i wouldnt id use it up with maybe u.av jammer or summat else. The only snipr i use stopping power on is the M21 cos of its low damage. It does all depend though on how good-a sniper you are.

Perk 1 - Claymores
Perk 2 - Stopping Power
Perk 3 - Iron Lungs
Now I use stopping power purely because it gets 1 shot kills more often, its not because I cant snipe (not saying i'm the best sniper in the world though) because if possible i'll go straight for the head - which is why i got red camo over 5 ish hours play time
Sometimes when you are sniping, there is just not enough time to properly aim into the head and get it the first time, ie - when an enemy is sprinting through rough terrain / through trees etc
So alot of the time it is alot easier and safer to aim for the torso with stopping power
Yes, there are too many times that you'll run into poor hit detection, lag, or an idiot with jug. Use it, so that if you hit the guy from knees up he dies.
Anyone who says don't is ****in clueless and only playin sniper in HC mode. Use Stop Power and Iron Lungs or Deep Impact, don't worry about what people will say about Iron Lung, it's usefull and Deep Impact is for the scrub that gets freaked out from a sniper bullet ringing off the wall behind him and just moving behind cover. Nothing more satisfying thab wrecking a noob going prone behind a wall.
Stop Power works, and it's a must on a Reg Mode games even on the shotty.

That's a very good point. However, UAV jammer is good for mobile sniping. For camp sniping, stopping power is best IMO. The only sniper classes I really use are:
Camp sniping
M40 standard scope
Claymores
Stopping power
Steady aim
Mobile sniping
50cal standard scope
UAV jammer
Steady aim
Dead silence for tier 3 on SnD.
50cal is best with UAV jammer IMO because you can get consecutive shots if you don't kill an enemy right away. It is very powerful so stopping power is good on it, but it is still possible to get a 1 shot kill to the chest or torso sometimes.
What a waste of perk is, is Overkill. You can pick up other people's weapons.

Well Overkill is only useful on HC modes, because sometimes dropped weapons aren't what your looking for.
For instance, M16 Overkilled with a P90 or MP5, G3/M14 with a Mini Uzi or Scorpian, M40a with a G36 or M4, Shotty with a G36. Of coarse this is only in Hard Core, giving up Stopping Power on Reg Modes is too costly.
