Not on a M40 or R700. Put the triangles centre on the head, so right beneath the tip of the triangle. Also, try keeping on the move while aiming with the ACOG. Strafe or duck or jump or ...
I've noticed lately that I can stop the wobble only by countering it with the right PS3 Stick or mouse. It's not that easy.
Your center of aim is the inner part of the tip. You can even make across map headshots if you want. Just takes practise.
I've finally understood why they made this the last attachement for weapons that you can unlock.
ACOG = Headshotmagnet if you know how to use it.
