You'd think so wouldn't you? I installed 1.7 the other day, and while yes, there was loads of servers (I saw nearly 2,000 not 20,000), nearly all of them were empty. There was only about 100 players max at any time of the day (usually more like 20-50). And all (bar maybe half a dozen) of the players that were there, were on servers that were showing as high ping (200+)
In 1.6 I only see about 700 servers, maybe 100 of them with a ping that I'll play on (below 100), but I never have trouble finding a game with a bunch of people... I see maybe 600 players when it's quiet... My favorites list (of about 20 servers) on 1.6 has more players than all the servers I could see on 1.7 put together. Would you like screenshots to prove it?
Most of the players I met were mostly useless, foulmouthed little kids who couldn't play...They'd be hiding in a room waiting for me to run down the street so they could snipe me, so I'd just sneak up behind them and knife them, and then they had the nerve to say I was camping...???

Already done that, stayed with it for two days before realising I prefer to be able to pick form a few hundred servers with hundreds/thousands of players online at any time of the day.
The fact that the weapon balance is horrible in 1.7 doesn't help. I was running round with a silenced MP5 getting headshots and quick kills just no scoping. In 1.6 I actually have to aim... 1.7 is too easy... I prefer a challenge... If I wanted to just spray and play I'd fire up Unreal Tournament 2004 instead

My framerate in MP can be anywhere from 40-380fps (usually holds steady around 130 - although I've recently set the limit at 165). In SP my framerate's 35-180fps. As for my framerate being lower in SP, what's my DVD drive got to do with it?
The ONLY reason my SP game has a lower framerate is because I have the settings almost maxed in SP, but only have medium settings for MP (the extra FPS is needed in MP...)
Anyway, can we get back on topic now? It's not me that has the problem.
