Default Highest Textures

Hello, for a while I was getting glass like razor sharp textures, then they would drop off a few % later when reloading, come back. I found out that I think my NVCP wasnt communicating properly to my graphical settings. I reloaded COD 4, reloaded my NVCP, scanned and repaired my registry and now, I'm up to about 99% but that "high definition" is not quite there. What are the commands on the COD 4 console that control the textures? I have everything maxed out on the NVCP and COD options panel and staying around 250fps -100 everynow and then. I have 4mb 800Mhz memory on Vista (unfortunately) 32 and running dual Geforce 9800GT's with 512mb ea. Processor is an Intel Duo Core E8500 3.16Mhz. Computer is a Dell XPS 630i about two weeks old. I am astounded by the fps! Please help with the commands.
Thank You
