Default ATI Radeon HD 3400 NEED HELP PLEASE!!!

Im having a hard time getting COD4 to run smooth... It seems to lag while i am in single and mulit player. Ive tried numerous different things and can't seem to find a solution to the problem. I can run Gears of War perfectly fine with default settings but COD is giving me trouble. I even droped all the grapics real low and the textures to. Took off all the shadows and other things but still a lil hesitation.... My system is as follows
Intel Core 2duo 2.4Ghz processors
3GB ram
32bit operating system
ATI Radeon HD 3400 Vid Card
256mb dedicated, up to 1534mb shared
Core Clock 680Mhz
Memory Clock 800Mhz

Can anyone help me?!? Im having withdrawls from not playing, got rid of old computer with 8400GT.

Also, is this a laptop or a desktop video card. Sometimes laptop video cards have slightly faulty drivers.

Hes right, you mentioned lagging in singleplayer? i really cant explain that unless your grpahics card is so overheated that it fails to run it smooth, look for a fan operation tab on CCC (Catalyst Control Center) and put it on 100%. If that doesnt help then defragment you hard drive, vacume, yes vacume the graphics card (make sure you are not using a metal vacume, because you can damage it in that case, use a plastic end) if that doesnt help, look whats running at the same time when you areplaying call of duty , for eg. if you have 2 or more anti: -virus, -spyware, -rootkit bla bla programs it drops your CPU-s overall performance ergo lagging... Anyway if you do have lots of bla bla programs delete the most useless ones, i advise you download avast 4.8 home edition, or buy a complete version, whatever... About multiplayer, what connection do u have? Is it some 45 kbits per second BS or something faster? Oh and if you lowered you graphics to lowest, now 256 mb vram is not so big for COD4 3 gigs is more than enough... oh right i just remembered, i gotta pick u milk, and u have to check what kind of XP you have, is it maybe SP2 or SP1, if its SP1, UPGRADE IT, download a pirated version from piratebay, or btjunkie, SP means Service pack, if youre a noob in computers, if you are a noob, dont even mention you will be vacumeing your g-card to you parents, or your wife, whatever... Now my idea of service pack and antiviruses is good, i really have to say it, damn i'm intelligent. anyway check it out, mention every, and i mean every detail you have encountered in your mission to save your g-card, i will be checking this topic for a few days, so, see ya...

messed around with the system resolutions, etc and the graphics. start from low quality on everything and work your way up till you're satisfied.

Well for starters, this is like a 2 month old laptop, its been sitting on a desk and doubt anything is dusty. Ive tried defraging and closing any running programs. I have shut off automatic updates and even disabled my Mcafee anti-virus. I can still only play on lowest settings. Another thing, I can't find in the CCC my fan settings. So not sure how to change that. I had tried using a program called Vista smoker for a while and it worked really well but, I didn't really like how it worked. If there is anyway to just shut down all background processes that would be great.
