It doesn't help it,really.
I can no-scope just as well with Default scope.

Yeah, but can you no scope with out steady aim? If you can, it helps to have steady aim. The automatic perk 3 for a ACOG sniper is steady aim, so by definition, having an acog=having steady aim=better no scoping.
